Decides whether a coding task needs teammates at all, matches the work to one of seven preset lineups (review, debug, feature, fullstack, research, security, migration) whose default headcounts can be tuned, or composes a custom roster with a named coordinator. For each member it picks a subagent type by mission and write needs, drafts a spawn brief covering owned files, dependency ordering and the required output format, gates destructive or externally visible actions behind explicit user approval, and sets how teammates are displayed. Use when deciding how many teammates to spawn, which lineup fits the task, which subagent type each member gets, or what each spawn brief must contain. Not for single-agent tasks, for writing the agent definitions themselves, or for environments that cannot spawn teammates.
