Runs a project upgrade by treating the plugin's CHANGELOG.md as the only source of version-specific migration logic. Takes the project's current version from its thoughts/.version file, collects every changelog section between that version and the requested target in release order, turns the sections into a reviewable plan, asks the user to settle the choices the notes deliberately leave open, applies file moves and reference repairs one release at a time while parking displaced originals in a backup area, rewrites the version file, and closes with a summary report plus a cleanup offer that runs only on explicit confirmation. Use when the user asks to upgrade, migrate, or bring a project to a newer plugin version and migration notes exist in the changelog. Not for routine dependency bumps, cutting a release, deploying, or projects whose changelog carries no migration steps.
