Prepares a draft GitHub pull request from the user's current feature branch. Reads the branch name and the diff against the base branch, derives a Conventional Commits style title, a structured Markdown description, a type-based label, and self-assignment, shows the exact content for approval, and only after an explicit yes pushes the branch and opens the PR in draft mode, then reports the new PR URL. Use when the user asks to open, create, prepare, or draft a pull request for the current branch, or wants consistent PR titles, descriptions, and labels generated from their changes. Not for merging, closing, reviewing, or marking pull requests ready, editing or committing code, installing or authenticating the GitHub CLI, or starting from protected branches such as main, master, or develop.
