finalize-openspec-change

Closes a finished OpenSpec change once it is implemented, tested, approved and deployed. Checks closure preconditions, writes an archive summary with outcome, evidence, metrics, deviations, learnings and follow-ups, moves the change folder into a date-prefixed archive directory, merges the change's delta specs into the living specifications, validates the merged specs with strict checks, marks the proposal and task list as archived, optionally adds a changelog entry, and reports the closure result. Use when the user asks to archive, close, finalize, wrap up or mark complete an OpenSpec change, or says a deployed change is live and stable. Not for changes still in progress, failing tests, missing approvals, rolled-back releases, or partially deployed changes whose pending work has not been split out, and not for writing proposals or implementation code.
