Imports a skill folder from a GitHub repository into a workspace by parsing the URL, staging a sparse checkout, reviewing every file, and installing it atomically under .agents/skills/. Use when the user says "add this skill", "import the skill from this GitHub URL", "install a skill from a repo", or gives an owner/repo link to fetch into the workspace. Not for executing downloaded scripts, for overwriting an existing skill without a reviewed plan, or for embedding access tokens in remote URLs.
