Use when a user is new to OpenSpec and asks for onboarding, a guided tutorial, a walkthrough, or help finishing a first change end to end. Not for experienced OpenSpec users who want a change created, continued, implemented, verified, or archived without the teaching narration, and not for projects where OpenSpec has not been initialized.
