Converts a product requirements document into the flat prd.json task file that ralph-tui loads, pulling quality gates from the PRD, appending them to every story's acceptance criteria, sizing each story to fit a single agent iteration, and wiring dependsOn links between stories. Use when the user asks to turn a PRD into JSON tasks, build or fix a prd.json file, or prepare stories for a ralph-tui autonomous run. Not for writing the PRD itself, executing the generated stories, or syncing work to other trackers such as Linear or GitHub Issues.
