Turns a task link or pasted task description into a ready-to-work branch and, once the user has finished the fix, a GitHub pull request. Fetches task details from a data source whose query method is remembered in a global config file, creates a fix or feature branch off dev, writes a TODO.md checklist, then pushes the branch to origin and opens a PR targeting dev without merging. Use when the user hands over a task link or task description and wants a branch, TODO file, and PR created, or asks to run the full task-to-PR routine. Not for merging or reviewing PRs, making the code changes itself, pushing to remotes other than origin, or installing CLI tools and credentials.
