Implements an existing specification by orchestrating its interdependent tickets as a dependency graph. Sends an optional research subagent to collect notes outside the repo, dispatches parallel implementer subagents in separate git worktrees that build each ticket with the tdd skill, merges their branches onto one integration branch through merger subagents, refreshes the ready set as blockers land, then runs the code-review skill and a single fix pass before closing tickets per the tracker. Use when the user supplies both a spec and tickets with blocked-by links and asks for the whole plan to be built end to end. Not for writing the spec, splitting it into tickets, one-off single-branch edits, or issue tracker setup.
