Shared preflight and output discipline for the wecom-cli command-line tool. Verifies the tool exists at version 1.2.1 or newer, leaves installation and upgrades to the user as a manual step, confirms a WeCom account is authorized, and guides the one-time QR approval that stores a local credential only after the user agrees. Also fixes the lasting rule that replies use readable names rather than internal machine identifiers, and can fetch the signed-in identity. Use when a session is about to run its first wecom-cli command under any business skill covering contacts, documents, spreadsheets, calendars, meetings, to-dos, mail, drive files, messages, or media, or when the tool is missing, outdated, unauthorized, or a reply risks exposing raw identifiers.
